Phase 1: Pre-Application and Eligibility

Candidate Criteria

Salary: As of 2026, the minimum qualifying salary is age-based. Older candidates with more experience are required to meet a higher minimum salary threshold. Check the latest figures on mom.gov.sg before applying, as thresholds are updated periodically.

Qualifications: Candidates must hold a degree, diploma, or technical certificate from an accredited institution.

Specialised skills in the relevant field strengthen an application considerably.

Employer Criteria

Employers cannot hire an unlimited number of S Pass holders. The Dependency Ratio Ceiling (DRC) caps the proportion of S Pass holders relative to your total workforce.

  • Service sector: Generally a tighter quota compared to other sectors
  • Manufacturing, Construction, Process, and Marine sectors: Slightly higher allowances, but caps still apply

A monthly Foreign Worker Levy applies to each S Pass holder. The levy tier — basic or higher — depends on the ratio of foreign workers already employed.

The Criteria-Based Evaluation

MOM evaluates applications based on candidate quality: the standing of the educational institution, the salary relative to experience, and the employer’s track record in local hiring. While the full COMPASS framework applies to Employment Passes, the S Pass assessment takes a similarly rigorous approach.

Phase 2: Mandatory Job Advertising

Before hiring internationally, employers are required under the Fair Consideration Framework (FCF) to advertise the role on MyCareersFuture for at least 14 days. The advertisement must clearly state a salary range consistent with what the S Pass applicant will be paid.

Keep records of all local candidates interviewed and the reasons they were not selected. MOM may request this documentation to verify that the hiring process was conducted fairly.

Phase 3: The Application Submission

Once the 14-day advertising window has closed and a candidate has been selected, the application can be submitted.

The Step-by-Step Submission Process

Step 1: Document Preparation

Gather the following before you begin:

  • Candidate’s passport details
  • Educational certificates (many qualifications now require verification through a recognised global verification agency to prevent fraud)
  • Written consent from the candidate authorising the employer to apply on their behalf

Step 2: Online Submission

Log in to the myMOM Portal using your CorpPass. Enter the candidate’s details, upload the required documents, and review everything carefully before submitting. Errors in passport numbers or dates of birth are a common cause of delays and rejections.

Step 3: Paying the Application Fee

An administrative fee is payable at the point of submission, via GIRO, Visa, or Mastercard. Processing begins once payment is confirmed.

Most applications are processed within three weeks. If MOM requires additional information, processing may take longer. If you have not received a decision after three weeks, you can check the status via the myMOM portal.

In-Principle Approval (IPA)

A successful application results in an In-Principle Approval (IPA) letter. This document serves as a pre-approved entry authorisation, allowing the candidate to travel to Singapore. Send the IPA to the candidate promptly so they can make travel arrangements.

Medical Examination

Before the S Pass is formally issued, the candidate must undergo a medical examination conducted by a Singapore-registered doctor. The examination screens for specific conditions — including Tuberculosis, HIV, Syphilis, and Malaria — as required under MOM’s work pass medical guidelines.

Candidates can book their S Pass medical check-up at Mediway Medical Centre — established in 2016, and located near Clarke Quay MRT (Exit E). Walk-ins are accepted, with appointments preferred.

Phase 5: Pass Issuance and Card Collection

Notification Letter

Once the medical report meets MOM’s requirements, log back into the myMOM portal to formally issue the pass. Provide the candidate’s local address and contact details at this stage.

A Notification Letter is then issued. This allows the candidate to begin work and travel in and out of Singapore while the physical card is being processed.

Card Registration

First-time S Pass holders, or those whose biometric data is not on file, will need to register their fingerprints and photograph at the MOM Services Centre. An appointment must be booked in advance.

Card Delivery

The physical S Pass card is delivered to the employer’s registered office or the candidate’s address within approximately four working days after registration.
