S Pass Renewal Requirements: A Complete Checklist in Singapore

As an employer in Singapore, renewing an S Pass for your staff in 2026 is a critical task. It’s not just about keeping a valuable employee; it’s about ensuring your business complies with the latest government regulations and maintains a stable, reliable workforce.

For the end-to-end overview, see our Work Permit application guide.

The rules are always evolving, and with recent policy updates and specific procedural nuances to follow, employers need to be well-informed and thoroughly prepared.

This comprehensive checklist is designed to guide you through the process step-by-step, providing the clarity and confidence you need to manage the renewal smoothly and efficiently.

The 2026 Eligibility Benchmarks

Before we even look at the paperwork, we need to look at the numbers. The Ministry of Manpower (MOM) regularly reviews qualifying criteria to ensure a level playing field for locals and to maintain the quality of the foreign workforce.

If you are holding an S Pass that is expiring soon, you must meet the current criteria, not the criteria that were in place when you first applied.

The 2026 Eligibility Benchmarks

New Salary Thresholds

This is the most common stumbling block I see. The minimum qualifying salary has increased, and it operates on a progressive scale. It is not a flat rate for everyone.

  • General Sectors: The baseline qualifying salary is now S$3,300. However, this increases progressively with age. For an employee in their mid-40s, the required salary can go up to S$4,800 to ensure they are commanding a wage comparable to a local PMET (Professional, Manager, Executive, and Technician) of similar experience.
  • Financial Services: Due to higher wage norms in this sector, the bar is higher. The minimum starts at S$3,800 and scales up significantly for older, more experienced candidates.

Don’t just look at the base number. Check the MOM website for the specific age-based benchmark. If an employee is 35 years old but earning the entry-level $3,300, their renewal will likely be rejected.

The COMPASS Framework

You might have heard of COMPASS (Complementarity Assessment Framework) for new Employment Pass applications, but it is vital to remember that S Pass renewals are also subject to stricter scrutiny regarding firm-level attributes, although the direct point system is primarily for EPs.

For S Pass specifically, employers must still adhere to the Quota and Levy requirements. However, the MOM is increasingly looking at the firm’s diversity and support for local employment. While S Pass holders don’t need to pass COMPASS in the same way EP holders do, the overarching philosophy of “complementarity” means MOM is stricter on firms that have a weak Singaporean core or are “nationality heavy” (hiring too many people from a single foreign source).

Dependency Ratio Ceiling (DRC)

Before you hit “Submit,” you must check your company’s quota. The Dependency Ratio Ceiling (DRC) determines the maximum ratio of foreign workers to local workers.

If your company has downsized its local workforce recently, your S Pass quota might have shrunk. If you are over the limit, the renewal will fail, even if the candidate is perfect.

Pre-Application Checklist: What to Prepare

Preparation is half the battle. As a doctor, I always tell my patients that prevention is better than cure-the same applies to bureaucracy! Here is a checklist of documents you need to gather.

Pre-Application Checklist

Passport Validity

This is a technicality that catches many people off guard. Ensure the employee’s passport is valid for at least 7 months at the time of renewal.

However, I highly recommend ensuring it is valid for at least 25 months. Why? If you renew an S Pass for a standard 2-year duration but the passport expires in 11 months, MOM will only grant the pass up to one month before the passport expiry.

You will end up with a “shortened pass” and will have to go through the administrative headache of updating passport details and extending the pass later.

Educational Verification

In the past, educational certificates were often taken at face value or checked loosely. Under the new regime, verification is stricter. If your S Pass holder’s qualifications were not verified by an MOM-approved background screening agency during the initial application (which was common for older passes), you might be required to do it now.

This is especially relevant if you are claiming points for qualifications to meet certain sector benchmarks. Ensure you have the verification proof ready from agencies like Dataflow or Verity Intelligence.

Medical Insurance

As an employer, you are responsible for the medical well-being of your S Pass holders. You must buy and maintain medical insurance for them.

  • Coverage: The minimum coverage is currently S$60,000 per year (note: this was raised from S$15,000 in recent updates to better cover large hospital bills).
  • Scope: It must cover inpatient care and day surgery.

At Mediway Medical, we often see employers rushing to buy this at the last minute. Do not lapse on this; proof of valid insurance is non-negotiable for the pass issuance.

Primary Care Plan (PCP)

For those in the Construction, Marine Shipyard, and Process (CMP) sectors, or for workers living in dormitories, purchasing a Primary Care Plan (PCP) is mandatory. This plan covers mostly outpatient basic care and ensures affordable access to doctors.

Step-by-Step Renewal Process

Once you have your documents in order, the actual process is digital. However, timing is everything.

1. The Timeline

You can apply to renew an S Pass up to 6 months (180 days) before it expires. I strongly advise applying at least 3 months in advance. This gives you a buffer to address any questions MOM might ask or to rectify issues like a fluctuating quota.

  • If you miss the deadline: If the pass expires, the employee cannot work. You will have to apply for a Short-Term Visit Pass to give them time to pack up and leave, or re-apply for a brand new pass (which is much harder than a renewal).

2. The Submission

Log in to the EP eService on the MOM website. Note that S Pass transactions have moved here and are generally no longer done via WP Online. You will need your CorpPass to access the system.

Once inside, the system will pre-fill much of the employee’s existing data. Your job is to update any changes-specifically focusing on the new salary and updated passport details.

3. The Cost

Budgeting is important. The fees are:

  • S$105 for the application (non-refundable, even if rejected).
  • S$100 for the issuance of the pass (payable once approved).

4. Processing Time

Generally, renewals are processed faster than new applications. You can typically expect an outcome within 10 business days. However, if MOM requires additional inputs or if the educational verification is pending, this can drag out to 3 weeks or more.

The Medical Examination: A Vital Step

I want to pause here to address the medical examination, as this is where my team and I step in. When you receive the approval, the In-Principle Approval (IPA) letter will state whether a medical check-up is required.

Usually, a medical exam is required if:

  1. The last check-up was more than two years ago.
  2. The worker is changing job scopes significantly.

The standard examination includes screening for HIV, Tuberculosis (Chest X-ray), Syphilis, and Malaria (for certain groups). At Mediway Medical, we prioritize efficiency because we know the IPA has an expiry date. We ensure the results are sent directly to the employer or uploaded swiftly so you can proceed to the issuance step without delay.

Do not wait until the last week of the IPA validity to book the medical. Sometimes, an X-ray might show a shadow that requires a follow-up investigation, which takes time. Booking early ensures these health hiccups don’t jeopardize the work pass.

Post-Approval: Getting the New Card

Congratulations! The renewal is approved. But the employee isn’t legal yet until the pass is issued.

The IPA Letter

You will receive an In-Principle Approval (IPA) letter. This letter is valid for 60 days. You must complete all the steps (medical exam, insurance purchase, pass issuance payment) within this window.

Biometrics and Card Registration

For many renewals, if the photos and fingerprints on file are less than 5 years old, the candidate might not need to visit the Employment Pass Services Centre (EPSC).

However, if the system prompts you, the employee must make an appointment to register their biometrics. They should bring their appointment letter, passport, and IPA.

Handling the Old Card

Once the new card is issued and delivered (usually within 4 working days), the old card is invalid.

  • The Rule: You must cut the old card in half to prevent misuse.
  • The Exception: If the employee is traveling while waiting for the new card, they might need the notification letter to prove their valid stay, but the old card should generally be destroyed once the new status is active to avoid confusion.

Common Pitfalls to Avoid in 2026

Even experienced HR managers make mistakes. Here are the traps I see most often.

The “Shortened Pass” Trap

We mentioned this earlier, but it bears repeating. Employers often panic when they receive a renewed pass that expires in 6 months instead of 2 years. 99% of the time, this is because the employee’s passport was expiring. Check the passport expiry before you log in to renew.

Inconsistent Salary Reporting

MOM cross-checks data with the Inland Revenue Authority of Singapore (IRAS) and the Central Provident Fund (CPF) board. If you declare a salary of S$4,500 on the renewal application, but your tax records or previous declarations show a lower amount inconsistent with that tier, it raises a red flag. Ensure the declared salary matches the actual income documented in tax filings.

Missing the “Quota Window”

Your quota is calculated based on the average local workforce over the past three months. If you hired a lot of foreigners last month and fired two locals, your quota might dip temporarily. Renewing during this “dip” will lead to rejection. Check your quota on the MOM website on the 1st of the month before applying.

Conclusion & Pro-Tips

Navigating S Pass renewals in the current climate requires attention to detail. The days of “auto-pilot” renewals are behind us. But with the right preparation, it can be a smooth process.

Here is my final summary for you:

  1. Start Early: Begin the conversation 6 months out.
  2. Check Health: Book the medical exam at Mediway Medical as soon as the IPA arrives.
  3. Digital Folder: Keep a digital folder of updated documents (passport scans, certificates, insurance policies) ready 3 months in advance.

Pro-Tip: Use the MOM Self-Assessment Tool (SAT) before you formally apply. It is free and gives you a 90% accurate prediction of whether the renewal will be successful based on the new salary and quota criteria. It allows you to test the waters without a rejection record.

Your health and your career are deeply connected. By managing these administrative health checks proactively, you ensure your focus remains on your work and well-being.

Frequently Asked Questions

01 Can I renew an S Pass if the employee's passport has less than 7 months' validity?

No, this is generally not allowed. The employee should renew their passport at their embassy immediately. If time is critical, you can request a special extension from MOM, but this is rarely granted.

02 What happens if the S Pass renewal is rejected?

The reason for rejection will be shown in the EP eService portal. You have 3 months to appeal, but you should only do so if you can address the specific reason for rejection, like increasing the salary.

03 Does the medical exam need to be done at a specific clinic?

The exam can be performed by any Singapore-registered doctor. However, choosing a clinic experienced in MOM medical exams, such as Mediway Medical, helps ensure the form is completed correctly and avoids delays.

04 Can the employee continue working while the renewal is being processed?

Yes. As long as the renewal was submitted before the current pass expired, the employee can legally stay and work in Singapore while awaiting the outcome.
