Understanding Your Work Permit in Singapore
A Work Permit is issued to semi-skilled foreign workers in specific sectors, including construction, manufacturing, marine shipyard, and services.

The key thing to understand is that a Work Permit is employer-specific — sometimes sector-specific too. This is why changing jobs is not as simple as resigning and starting somewhere new. Your legal right to work in Singapore is directly linked to the company that sponsored your permit.

MOM’s Core Rule: Can You Switch Employers?
Yes — Work Permit holders can switch employers, but the process is more restrictive than for other pass types. Here is a quick comparison:
- Employment Pass (EP) holders: Your new employer applies for a new EP on your behalf. You do not need to cancel your current pass before the new one is approved.
- Work Permit holders: The permit is tied to a specific employer and sector. A new application must be submitted, and in certain sectors (such as Construction and Marine Shipyard), transfers are only permitted during a defined window — typically 40 to 21 days before permit expiry.
- Transfers between related companies: Even transfers between subsidiaries are treated as entirely new applications. The new employer must independently meet all MOM criteria.
The Step-by-Step Process for Changing Jobs
If you have received a job offer, here is the process you and your prospective employer will need to follow.

Step 1: New employer submits a fresh Work Permit application
Your new employer must apply for a new Work Permit on your behalf through MOM’s online portal. This is treated as a new application — its outcome depends on your eligibility and the employer’s available quota.
Step 2: Receive the In-Principle Approval (IPA)
If the application is successful, MOM issues an In-Principle Approval (IPA) — official confirmation that you are eligible for the new Work Permit. Do not resign from your current role until this document has been secured.
Step 3: Resign from your current job
Once you have the IPA, you can submit your resignation and serve your notice period as stated in your employment contract. This ensures you leave on good terms and fulfil your professional obligations.
Step 4: Current employer cancels your Work Permit
Your current employer is legally required to cancel your Work Permit within one week of your last working day. Upon cancellation, they must provide you with a Special Pass, which allows you to remain in Singapore legally — usually for 30 days — while your new permit is being processed.
Step 5: New Work Permit is issued
With your Special Pass, you can remain in Singapore while your new employer completes the final steps with MOM. Once your new Work Permit card is issued, you are ready to begin your new role.
Common Challenges and How to Handle Them
While the process is structured, a few complications can arise. Being prepared helps you respond calmly.
Challenge: The new application is rejected
This can happen if the new employer’s quota is full or eligibility criteria are not met. Speak with your prospective employer to understand the reason. If the rejection is final, you may need to make arrangements to leave Singapore once your current permit is cancelled.
Challenge: Your current employer delays cancellation
Your employer has a legal obligation to cancel your permit within one week of your last day. If they are slow to act, remind them of this requirement. If the issue persists, contact MOM directly for assistance.
Challenge: Managing the gap between jobs
